In 1998 Forum Portugal Global decided to study the response of Portuguese business to global markets as a way of deepening the understanding of the internationalization of Portuguese business. Based on a proposal submited by Antonio Mexia, this was approved by the Executive Committee in January and by the General Assembly in March. The involvement of the chairman Jorge Braga de Macedo and the collaboration of the Ministry of Economy and its agencies were expected.

The project featured planning meetings with the Minister of Economy on June 1 and July 9, based on which a proposal was commissioned to José Braz, partner of TEcFinance. This was approved during a working dinner on July 28 and will be further discussed during a plenary meeting in early September.
